ORGANIZATIONAL SUMMARY: Research Integrity & Compliance is a unit within the USF system vice presidential area, Research & Innovation. The main function of RIC is to ensure compliance with federal and state regulations pertaining to the responsible conduct of research. The department is responsible for such programs as the Human Research Protection, Animal Safety, Diving Safety, Radiation Safety, Biosafety, Scientific Misconduct, Conflicts of Interest in Research, Foreign Influence, Export Control and HIPAA, among others. RIC has 35 employees and an annual budget of nearly $3 million. Clients are USF research faculty, students, and staff, as well as researchers at affiliated institutions. POSITION SUMMARY: This position will be responsible for the administration of central research compliance programs, in particular, the IRB Reliance Program within Research Integrity & Compliance. This position will be responsible for assisting USF researchers in navigating the single IRB (sIRB) process as well as understanding the requirements for requesting and utilizing an external IRB to oversee human subjects research, ensuring compliance with federal regulations and University policies and procedures. This position will also be charged with serving as a resource to students, faculty, staff and colleagues in all other USF departments and affiliates. RESPONSIBILITIES: Assists with the day-to-day management of the USF System Reliance Program. Reviews external IRB and single IRB application submissions for completeness and assign reviewers to the studies. This includes submissions from colleges such as Morsani College of Medicine and affiliates such as Tampa General Hospital.
Provides consultation to students, faculty, staff and affiliate investigators to ensure compliance with federal regulations, state law and University policies and procedures. Communicates with other departments, including Sponsored Research, General Counsel, and Office of Clinical Research, to facilitate compliance with federal regulations and University policies and procedures. Serve as liaison between the IRB Office, the principal investigators, study coordinators, human subjects, and affiliate institutions, providing consultation and guidance to facilitate the ethical and regulatory conduct of human subject research.
Reviews Institutional Investigator Agreements and IRB Authorization Agreements for completeness and track expiration dates of master agreements.
Works with researchers in creating the necessary budgets and documentation for submission of research grants.
Assists in the development of standard operating procedures for the IRB Reliance office, completion of AAHRPP accreditation activities, and preparation for federal inspections. Assist with additional responsibilities, as assigned. These responsibilities may relate to assisting the IRB with application reviews and/or HIPAA Office, as applicable.
POSITION QUALIFICATIONS: MINIMUM: This position requires a bachelor's degree and four years of experience in research or research administration; or a master's degree and two years of experience in research or research administration. Four years of progressively responsible work experience in research or research administration may substitute for the bachelor's degree.
FLSB1310 Equivalency: 4 years of directly relevant experience may be substituted for bachelor's degree. 6 years of directly relevant experience may be substituted for master's degree.
PREFERRED:
Master's degree with direct Institutional Review Board (IRB) administration and/or federally mandated record management. Three (3) years of experience and knowledge of USF IRB policies, procedures and processes. Computerized data management software as well as USF Business Enterprise applications (GEMS, OASIS and InfoEd) experience highly desired. Experience in a large university setting is preferred.
