Ensure that PBRC is in compliance with all state and federal regulations regarding human subject research.
Advise Institutional Officials on key matters regarding safety of humans in research at PBRC.
Provide Institutional Officials information regarding the needs and resources required for the HRPP operation.
Serve as the primary contact and liaison at PBRC for communications with Federal, State and local regulatory agencies with respect to human subjects research under the purview of the PBRC IRB (ex. OHRP and FDA).
Submit, implement and maintain an approved FWA through the Institutional Official and the OHRP; maintain the IRB Roster with OHRP.
Develop, manage, evaluate, and revise (as necessary) HRPP policies and procedures that ensure compliance with all Federal, State, and local regulations governing human subjects research. This includes but is not limited to monitoring changes in the regulations and policies that relate to human subjects research
Ensure procedural and policy changes are communicated and adopted throughout the center.
Develop and implement needed improvements and ensure follow-up actions as appropriate, for the purposes of managing risk in the HRPP.
Develop a training and education program for IRB staff, IRB members, and investigators in the protection of human subjects participating in biomedical and social/behavioral research; ensure training is completed in a timely manner.
Educate and mentor investigator's and staff in the processes for preparation and review of the IRB submissions.
Pro-actively seek out and interact with PIs in order to ensure compliance for protocols.
Implement the HRPP through maintenance of the AAHRPP accreditation standards. These include but are not limited to:
Proficient in the AAHRPP Domains, Accreditation Standards, and Elements ----Perform reassessment and gap analysis required to maintain accreditation ----Continuously evaluate the HRPP to ensure compliance with AAHRPP's interpretation of accreditation standards.
Continue to emphasize the value of accreditation through presentations and communications within the institution and keep organizational officials and key components in HRPP of the progress ----Notify AHRPP of any substantive changes to the HRPP ---Prepare and submit official status, annual and any other reports to AAHRPP as required
During accreditation cycle, prepare and submit the results of the internal review to AAHRPP in the form of the Step 1 application; Respond to AAHRPP assessment of Step 1 application until all revisions completed; prepare the Step 2 application once Step 1 has been accepted; Prepare for on-site evaluation of the HRPP. Evaluate organization, provide re-education and facilitate compliance as mandated by the AAHRPP Draft Site Visit Report until AAHRPP is satisfied all elements are met and implemented.
Identify and allocate resources for the HRPP and IRB Supervise all day to day operations of the IRB office; assist the IRB staff with daily management functions, when needed.
Maintain a working relationship with Administration, IRB staff, IRB members, and Principal Investigators (PIs).
Act as a regulatory resource to PIs.
Implement strategies to improve the efficiency of the IRB Other duties as assigned.
