Description of Duties
The Director, Institutional Animal Care and Use Committee (IACUC) provides oversight and leadership to SUNY Downstate Health Sciences University’s research program, ensuring the IACUC program maintains compliance with PHS Policy, the Animal Welfare Act & Regulations, New York State Department of Health regulations and AAALAC International accreditation requirements. The Director serves as a regulatory compliance expert in consultation with the IACUC, Attending Veterinarian, and Institutional Official to provide institutional and regulatory guidance regarding the care and use of animals in teaching and research.
The Director will oversee and manage the pre- and post-approval activities of the IACUC office and IACUC Committee, continually evaluating for ways to enhance customer service, streamline processes, and reduce regulatory burden. Activities include but are not limited to
processing and workflow for submission reviews;
maintaining all IACUC records (e.g., membership requirements; protocol, amendment, and annual reviews and approvals; research staff training records; IACUC MOUs and Interinstitutional Assurances);
ensuring completion of the semi-annual review process, lab and facility inspections and report to the IO negotiating;
maintaining PHS Assurance and USDA Registration renewals;
collecting data and prepare draft annual reports to the USDA, the Office of Laboratory Animal Welfare (OLAW), AAALAC International, and others as requested;
coordinating and tracking completion of online annual occupational health assessment;
drafting IACUC policies and maintaining current and informative website;
overseeing implementation of the comprehensive post-approval monitoring program;
identify risks and develop strategies to avoid institutional and researcher non-compliance;
receive animal welfare or non-compliance complaints, facilitate investigations and institutional and regulatory reporting.
Bachelor’s Degree in a related field.
9 years of research administration experience.
Demonstrated knowledge in animal research regulations, IACUC administration, electronic systems and data management.
Demonstrated ability to evaluate complex issues and creativity in a solution-oriented approach to problem solving.
Outstanding written and verbal communication skills.
Demonstrated skill in establishing and maintaining relationships with animal research regulatory agencies and accreditation authorities on local, regional and national level.
Strong knowledge of the United States Department of Agriculture’s Animal Welfare Act, Regulations and Inspection Policy, PHS Policy, AAALAC International requirements, the Guide for the Care and Use of Laboratory Animals, and Department of Defense (DOD) regulations.
The ability to provide a high level of customer service while ensuring sustained compliance with all applicable laws, policies, and institutional guidelines.
Masters degree or above in a relevant discipline a plus.
Experience in an Academic Medical Center Faculty environment.
Certified Professional in IACUC Administration (CPIA).
