The Research and Evaluation Unit in the Care and Treatment Program (Bureau of HIV/AIDS Prevention and Control) has an opening for an Evaluation Specialist (Civil Service Title: City Research Scientist II). Under the lead of a Senior Analyst, and in collaboration with other bureau staff, the Evaluation Specialist will be responsible for conducting evaluation of Ryan White Part A and other HIV-related services (with a particular focus on portfolio-wide and Care Coordination Program analyses), providing data to inform quality management and community planning activities, contributing to reports to funders and other stakeholders, coordinating with units outside the bureau on cross-disease/co-morbidity analyses and syntheses of information, supporting evaluation and research under new (e.g., NIH, HRSA-SPNS, CDC, or City Council) grants and contracts, and assisting on additional projects as needed.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
--Managing multiple research/evaluation and quality management projects.
--Cleaning, integrating and managing data (in SAS) from different sources, to ensure data quality.
--Conducting literature reviews, surveys, analyses and larger studies aimed at assessing intervention effectiveness and improving service delivery (including developing protocols, data collection tools, evaluation plans and IRB packages for the studies).
--Producing tables, indicator results, reports, presentations and papers based on reviewed and original work, for dissemination and supporting the HIV Health and Human Services Planning Council of NY with local evidence for data-driven community planning.
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
